The Manitoba Chapter of the Institute for Municipal Engineers/Canadian Public Works Association (IME/CPWA) has established a fund of $24,000 with The University of Manitoba in honour of Stanley B. Bailie (B.Sc.(C.E.)/51), a founding and charter member of the Manitoba Chapter of the American Public Works Association (APWA) and a past president of the Executive Council of the Institute for Municipal Engineering (IME). The award is meant to recognize and assist students in the Faculty of Engineering and to encourage them to pursue careers in municipal engineering.

Up to 70 percent of the interest on the fund is to be disbursed annually in two or three awards (at the discretion of the selection committee) as follows:

(a) one award to a student who has completed with high standing the second year in the Department of Civil Engineering and who is continuing in the third year of the program; and

(b) one or two awards to students who have completed with high standing the third year in the Department of Civil Engineering and who are continuing in the fourth year of the program.

Eligible candidates must have financial need as declared on the standard university bursary application and must have attained a minimum sessional awards grade-point average of 2.5. Preference will be given to eligible candidates having one or more of the following additional qualifications:

(a) an expressed desire to pursue a career in municipal engineering as demonstrated by such factors course selection, summer and or part-time employment, or other pertinent information which the student can provide for evaluation;

(b) participation in extra-curricular activities and demonstration of leadership qualities.

All other qualifications being equal, further preference will be given to the qualifying student(s) with the highest grade-point average calculated only on the courses in Civil Engineering.

The selection committee shall be the Faculty of Engineering Scholarships, Bursaries and Prizes Committee and shall include at least one representative of the IME/CPWA (Manitoba Chapter).
