TERMS & CRITERIA
In memory of their colleague and friend, Mr. William (Bill) Evans, the Consulting Engineers of Manitoba have established an endowment fund (initial gift $10,000) at the University of Manitoba to offer scholarships for students in the Faculty of Engineering. The Manitoba Scholarship and Bursary Initiative has made a contribution to the fund. The Scholarship honours Bill’s exemplary career in communication engineering and reflects his commitment to community service.
The Scholarship was initially offered as an annual award with a value of $1,000. The Consulting Engineers of Manitoba provided two contributions of $500 each to offer the award in the 2008-2009 and the 2009 -2010 academic sessions. In each of these years, $500 of matching funds was contributed by the Edward Eric Hildebrand and Anne Palmer Hildebrand Memorial Scholarship Fund. Beginning in the 2010-2011 academic session, the available annual income from the fund will be used to offer one scholarship. The Scholarship will be offered to an undergraduate student who:
(1) has completed (a) between 30 and 112 credit hours toward any Bachelor of Science in Engineering (including the Industry Internship Program) or (b) between 30 and 92 credit hours toward any Bachelor of Science in Engineering (Co-operative Education Option);
(2) in the next ensuing academic session, is enrolled full-time (minimum 24 credit hours) in the Faculty of Engineering, in any Bachelor of Science in Engineering degree program;
(3) has achieved a minimum degree grade point average of 3.0;
(4) has demonstrated an interest in public and/or community service (e.g., through his or her participation in student government and/or professional or charitable organizations).
Applicants for this award will be required to prepare a brief statement (maximum one page) describing their involvement in public and/or community service.
The selection committee will be the Scholarships, Bursaries, and Awards Committee of the Faculty of Engineering.

About Bill Evans:
William (Bill) Edward Evans (1942 – 2006) earned his Bachelor of Engineering degree in Electrical Engineering from McMaster University in 1965. Bill began his career in the fledging cable television industry designing and implementing cable systems in Thunder Bay and Pinawa. In 1967, he joined Videon Cablesystems, Inc. where he was involved in the establishment of the Winnipeg Videon System and many other systems in cities across Canada. Bill moved to Manitoba Telephone System (MTS), in 1971, to embark on an eighteen-year career related to business communication engineering. In 1989, he and a colleague left MTS to establish EB Systems Limited, a consulting engineering firm specializing in broadband telecommunication and broadcasting.
Throughout his career, Bill Evans contributed his time to various professional engineering associations. In addition to serving for a number of years, as the Director and the Secretary of the Consulting Engineers of Manitoba, Bill also served as the Secretary of the Electronic Industries Association of Manitoba and the Information Systems Technical Advisory Panel of the Winnipeg Chamber of Commerce. He was a member of the Institute of Electrical and Electronics Engineers (Winnipeg Chapter), the Society of Cable Telecommunication Engineers, the Association of Consulting Engineers of Canada, the Association of Professional Engineers of Manitoba, and the Canadian Cable Television Pioneers.
